Now I am looking for TV remote controller low cost microcontroller or programmable transmitter IC .Can you advice me one from ST or from anoter manufacturer.

You can refer to AN1749 for TV remote control. Also there are ST63XX dedicated devices for TV. You can find all the datasheets from www.st.com.
