Test the integrity of the file, check that you don't have AV software interfering with the un-packaging.

Download works fine here, look for issues at your end.

Using WinRAR here, integrity test passes, file unpacks and executes.

The version 5.1.0 of STM32-MAT/TARGET has just published end of July 2019.

The packing and installation have been revisited in this version.

Hoping that your installation is easier now.
