please are there any books that teach how to use this device and is it possible to program this with the arduino IDE if no than what is suggested? please help

What board is that? Your description could be one of several dozen devices off eBay or Alibaba

Perhaps start by getting and reviewing a schematic so you know what pins do what, and support what peripherals.
