15V Regulator L78L15 Not Regulating

I have some L78L15ACZ's that do not seem to be working, or perhaps there is some required external component/circuit configuration that is missing? The output is remaining approx. a diode drop below the input...beyond 20V. Any ideas as to what the issue may be or suggestions for correcting?
