L9907 Does Not Work

Hi ,

I followed the link

  and imitate the L9907 schematic to create my own PCB pad ,using the same components .But it did not work out. Testing finds out that L9907 chip dose not run ,the VDD pin shows only 0.8mV ,which supposes to be 3.3V.

Meanwhile ,the boost converter seems not to work too.

Could someone give me some advice on where the errors might be exist ?
