No stabilization of output voltage | SPV1040

Hi.

I designed the power converter which is supply from the photovoltaic cell ( Umax = 5.5 V / 1 W) on a SPV1040. The problem is that the system did not stabilize the output voltage.The output voltage is proportional to the input voltage.

Someone sees what mistake I make?
