PROBLEM IN 30W SMPS USING IC L6562

we make one smps for 30w output .

data as per same in mansion in application note An1059(DESIGN EQUATIONS OF HIGH-POWER-FACTOR

FLY BACK CONVERTERS BASED ON THE L6561)

when we give the supply ckt its does not started but when we put or touch the screw driver on ic pin no 1 for few seconds ckt starts .(app. not page 18 fig 16 for your reference)

 after that when we connect the load again output voltage was gone but again we touch the screw driver to ic pin no 1 it work properly 

pls give the solution for same as soon as possible because i cant start the production before solve the problem
