Viper26LN with output at 3.3v

Hi,

We are working in a project using Viper26ln to generate a 3.3V (250 mA maximum current) from an AC 220 line using buck topology because we want our circuit as compact as possible, so we  avoid using transformers.

We have build the circuit suggested by the eDesignSuit but the output that we get is 1.4 volts.

Any suggestions to achive the 3.3V will be appreciated.
