We need help for SMPS design using l6566b

We developed SMPS using L6566b reference from ST power supply tool.

Designed for 90-450Ac to 12vdc/2Amps.

We observed that get output voltage of 11.73Vdc load of 8 ohm but no load condition get 11.90Volts.

Above reading from on multi-meter.

We seen wave form of out put voltage it's getting in pulses, So what could be issue in circuit.

I am attaching waveform. Please let me give a solution for getting pure DC voltage and how can improve voltage
