It is a board from a presumably Asian manufacturer, where often counterfeits are used, e.g. the APM32F407VET6. There is a manufacturer or dealer to be find on the bag who should be able to provide the information you require.
However, if you want to have unadulterated pleasure in developing with devices from STMicroelectronics and full support, you should use boards from STMicroelectronics, e.g. the STM32F4DISCOVERY.
