Both. They're talking about different things. "Range 2" is not "low-power run mode".

    So what is difference? 

    it means that when I change voltage scaling to Range 2 while program runs, HCLK can be max 16Mhz .

    But when after this I want use WFI(),  the HCLK must be 2MHz max ?

    The MCU can be clocked from the normal regular (range 1 or range 2) or the low-power regulator (low power run mode).

    Low-power run mode is a lower power consumption mode than either range 1 or range 2.
