Is CMSIC package necessary everywhere and where can I download it?

I am using CubeIDE's embedded Software Packages Manager to manage the package. And I found there is a CMSIS package listed in dialog.

I used Keil before which I know if I installed keil, this CMSIS package is already installed.

My question is while using CubeIDE, CMSIS package need to be installed standalone here?

Where can I download it since I wanna install from local?
