The problem with the firmware in STM32CubeIDE

Hello . Why can not I download the firmware in STM32F103 to Stm32 CubeIDE. Although in STM32F407VE all is well. I'm flashing with ST-LINK.

Also it doesn't show any documentation on selected product.

And even if there are another firmware packages, it doesn't allow to change it when generating new project
